Senior Consultant – Health Plan



Our clients are operating in dynamic, fast-paced environments, where change is constant.  We assist our clients with both transformational and incremental change, through a range of projects spanning Strategy, Operational Capability Development, and Technology Implementation.  This work requires a strong understanding of the Health Plan market and competitive environment, so that change can be engineered to attain important consumer, employer group, broker/channel partner, or provider network needs. 


Our clients are major health plans located in California that compete in Commercial, Medicare, and Medicaid markets.  We serve the CxO, SVP, VP, and Director levels of these organizations.  We lead and manage strategy initiatives, as well as performance improvement projects, across the entire Health Plan business process landscape:

  • go-to-market strategies and execution (product and provider network development, marketing, customer acquisition/retention)
  • enrollment, billing, claims processing and customer service
  • medical cost and quality management
  • health care analytics and financial management
  • regulatory compliance

Our management consultants have at least 10 years of direct experience with these business processes, which enables them to effectively design and organize critical work to achieve measureable outcomes. 


Here’s a sample of the kind of work you would be doing: 

  • Manage the development of programs/products from concept through launch --- orchestrating all necessary cross-functional areas in planning, design, and implementation activities for HMO/PPO product development, Public/Private Exchange participation, and Care Delivery programs
  • Lead clients through strategy development to ensure a shared vision and roadmap for implementing new and improved business and IT capabilities that will tangibly improve customer experience
  • Manage a portfolio of projects and programs – determining relative priorities, balancing resources, and imposing program and project management disciplines across the portfolio
  • Lead projects by helping our clients adapt to ever-changing and complex Regulatory requirements (e.g., Health Reform 2.0, DOI/DHMC, Medi-Cal)
  • Conduct assessments of business and clinical operations, then lead change management in various business processes and IT/technology areas to achieve expected cost, quality and service improvements
  • Specific responsibilities may include:
    • Develop strategy
    • Create project charters, prepare  detailed project plans and work breakdown structures, and create and maintain project budgets (e.g. “level of effort” cost estimates)
    • Orchestrate cross-functional project execution, including governance and communications activities, issue/risk management and contingency plan development
    • Documenting “AS IS” and “TO BE” operational capabilities, including development of roadmaps that cohesively integrate important People, Process, and Technology changes

  • Strong partnership and collaboration skills with client customers and Freed peers
  • Ability to confidently engage all levels of an organization (C-Suite, Management, Business/Clinical)
  • Ability to produce and lead others to deliver high quality deliverables and timely results
  • Exhibit a high degree of self-motivation, integrity, versatility and flexibility
  • Excellent communication, presentation and interpersonal skills, both written and verbal
  • Experience with commonly used Claims/Benefit Administration, Customer Service, Care Management, Financial, Sales systems is a plus
  • Willingness to travel on the West Coast is required based on client needs
  • A Bachelor’s Degree is required; a Master’s Degree is a plus
